Yesterday I purchased a new HP laptop and during set up the keyboard became inactive. Using another laptop I searched for a solution and found that pressing and holding the right hand Shift key for about 10 seconds brought the keyboard back to life. The problem is that I have to do this at every start up.  Is there a specific cause for this and more importantly is there a permanent fix.

I think I may have solved this problem.  In Control Panel under Ease of Access, click on "Change how the keyboard works".

In here there is a setting for Filter keys.  Uncheck where it says "Turn on Filter Keys" and then reboot. Hopefully the keyboard will now work as normal.
Apparently this filter if on, will ignore brief key presses making it impossible to type.  Why it even exists is a mystery to me.
