Welcome to HP Support Forums. 🙂
I read that the keyboard locks out on HP computer after every restart or startup. I understand that you have to press the Ctrl+Alt+L keys to unlock it. I'd like to assist you with this case.
I would like to know the following information to assist you better:
- Please let me know the exact computer model no. This link will help you to find the model no: http://hp.care/2bygf7l
- What version of Windows operating system are you using?
- Have you tried to use another keyboard (if available) and checked if that works fine?
Please feel free to reply with the information. I'm always here to help. Cheers! 🙂

Thank you for replying with the information.
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Open the device manager.
- Expand "keyboards".
- Right click on the drivers inside keyboards and select uninstall.
- Restart the laptop.
Please run a hardware test on the keyboard if the issue persists:
-
Hold the power button for at least five seconds to turn off the computer.
-
Turn on the computer and immediately press the F2 key repeatedly, about once every second.
-
The HP PC Hardware Diagnostics (UEFI) main menu is displayed.

- Select component tests.

-
Keyboard - Quick interactive functional test of the keys on the keyboard. Click Keyboard, then Run once. The Keyboard Test time is 3 minutes.
I hope this helps. Feel free to keep me posted on the results. Cheers! 🙂
