Ok.
Is the installed version of Windows 11 the Pro version or single language?
Test your keyboard in the HP PC Hardware Diagnostics utility.
From powering on tap the F2 key to invoke the Diagnostics.
Go to component tests-->Keyboard.
Click on the test to run it.
Next step is to go to Settings -->Time & Language --> Language & Region.
Ensure that the language of your choice is the default Windows Display language.
If it isn't, download your preferred language and use the dropdown to select it.
That should map the keyboard to what you expect.
