A key from my device fell off. have been told that I need to contact HP for a charged keyboard replacement. How do I do this?

Here is the Service Manual:
As with most laptops made in the last several years, on yours the "keyboard" by itself is not a replacement part unit. The part is a whole top cover with keyboard and touchpad. See p. 21.
Are you asking for help to find replacement parts and instructions for do it yourself or are you just asking for how to send it in for HP to do the replacement out of warranty? If the latter please understand the cost is going to surprise you and not in a good way.

Not precisely. But I do know having HP do it out of warranty will be the most expensive possible way to do it. I can't see less than about the equivalent of $300 US and perhaps significantly more. Since I do not know the color of your laptop and whether it has a backlit keyboard I cannot price your specific part. Labor varies a lot across the world and I have no way to know how much labor HP would quote.
