I'm planning to purchase an "HP ProBook 450 G9" in Germany, and I'd like to know

1. which layout the keyboard would have?
2. Can I order a laptop with another keyboard layout, say English or Swiss-French?

3. If not, what are the alternatives?

In the HP Online Store Deutschland you can contact a sales representative to see if you can configure the ProBook.

The standard German QWERTZ keyboard will be the default version. 

The English keyboard is QWERTY  and French keyboard is AZERTY.
