Just bought the Spectre today, I selected Keyboard as UK - Keypad Issue whereby @ and " transposed

Hi,
It sounds like you have the wrong keyboard layout set - ie Uk keyboard layout for a US keyboard or vice versa.
If you have more than one keyboard layout set in Windows 10, you can toggle between them by holding down the Ctrl Key and pressing the Shift key ( or hold down the Ctrl key and press the Spacebar ).
Alternatively, you can change the layout for your keyboard as described on the link below.
