LAPTOP IS HEATING UP AND NOT CHARGING; WAS TOLD IT COULD BE ISSUE WITH FAN OR BATTERY; HOW WOULD IT BE BEST TO GET IT FIX ASAP;

You were told the most likely and correct reason for the problem.
The battery has perhaps failed and needs to be removed from the computer and replaced.
Product introduced mid 2018
Though it is not generally helpful to test a battery that is already overheating and not working as expected, testing the battery is an appropriate step.

Hi Dragon-Fur,
thank you for your response. I have done the test run and all components "passed" not sure if this is correct as laptop still heating up and not charging and the power cord heats up as well.
any other suggestions?

Not really.
The hardware tests are not all inclusive but they are what we have...
Random thoughts - and possible answers...
Something is perhaps wrong with the adapter, the cord, or the actual power coming out of the outlet (too much voltage is uncommon but it can happen - try a different outlet.) If the UEFI battery check is good, then that is good news.
If the mystery overheating is causing the battery to not charge and not the other way 'round, this would be normal behavior for the battery. In fact, the battery will not charge if the computer is already overheating - the sensors are smart enough to refuse to add more heat to the situation.
- Battery will not charge when system is warm to hot
If the “not charging” issue is (only) apparent when the system is running hot (or near that point), the battery and charge system are likely overheated as well – the charge system will resume operation when the computer cools down. Short Version: An overheated battery / computer / charging-system will not charge the battery – this is normal behavior.
It is normal for an adapter to have a bit of heat, though, we are reminded to never wrap the cord tightly around the adapter and to place the adapter in a location where it can receive air circulation.
The overheating could be a result of dirt and dust inside the computer case, of course.

The issue could be the result of a failing fan (assuming the computer has fans to fail).

And yes, normally you will see an error message in this case.
The computer might get hot without actually shutting down in distress if you are pushing it hard.
For example, your Envy might run your games but it is not a gaming machine.
Yes, gaming machines do run quite hot, as well, but are built to take the heat.
