I have a sizable number of HP 14-inch laptops.  My question is does the USB-c port support video output.  I would like to use a USB-c docking station that has 2 HDMI ports on it.  This way I can use two full-sized monitors with the laptop.

No the USB-C port is data only. Just an old school USB port with a different shaped connector and a bit faster transfer speed. However, you can use a dock which includes DisplayLink. Allows dual external monitors through either a USB-C or old school USB-A port. The docks tend to be a little larger and a little more expensive because they include a hardware chip to translate usb to video. Windows 8 and higher just have the driver built in. Example:
