My laptop is almost 3.5 years now (battery wear level (38%) and I am seeing a problem with my laptop-charging while plugged in. When plugged in from zero, the charging gets interrupted frequently. The Low Battery notification keep on coming with LED blinking red to white and then returning back to again red (Red indicates charging and white on battery). Laptop is charging normally up-to 75% which may be due to the downgraded battery level. I have changed the AC power adaptor, I have changed the power outputs but the problem still persists. What may be the solution for this issue.

Let's try a BIOS update: https://support.hp.com/in-en/document/c00042629
If the issue persists, let's uninstall and reinstall the battery drivers:
1) In the search box on the taskbar, type Device Manager, and then select Device Manager from the list of results.
2) In Device Manager, expand Batteries.
3) Right-click on the ACPI-Compliant, and then select Uninstall device > Delete the driver software for this device check box > Uninstall.
4) Restart the computer.
