I have a HP Pavilion 15-P045TX laptop as my daily driver, since 2014. I always keep the device drivers and BIOS up-to-date. But Since 2 Years, i've been observing a CPU Pattern.
When laptop's on Battery, The CPU Acts normal as in, CPU Clock speed Varies as per use. But When it's plugged in to AC Power, it sits at 0.78GHz no matter how much load you put.
I've been to HP Customer Support Chat, they took a remote session and Confirmed, Software Wise everything is fine, and suggested i replace my AC Adapter and Cable, And i did, but no change.
Bottomline is,
CPU on Battery reaches Max Turbo CPU Speed (2.6GHz)
CPU on AC Power Bottlenecks at 800MHz (0.78GHz)

In order that I may provide you with an accurate solution, I will need a few more details.
- When was the last time the computer was working fine?
- Have you made any software or hardware changes on the computer?
While you respond to that, I recommend you update the BIOS from the below link and check whether the issue is resolved.

If you continue facing the issue, I recommend you download and install HP support assistant from the below link and install all the updates and test.
Here is how it is done.

Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

Click Check for updates and messages to scan for new updates.

Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

Click the update name for a description, version number, and file size.

Select the box next to any updates you want to install, and then click Download and install.

Perform any other update management actions as needed.

Postpone an update: Click Remind me, and then select a time preference.

Delete an available update: Click the Delete icon
to remove the update from the list and record it in the action log.

Review updates status: Click Action log below the list to view installed, postponed, or deleted updates.

- The Computer is Working Fine, in all aspects, except that one scenario i mentioned. i.e 800MHz CPU speed on AC Power
- No Hardware Changes. I noticed this issue since i Upgraded to Windows 10 in 2016, It Came with 8.1 in 2014 when i bought it, and NO, reverting back didn't fix this issue. I can't even remember how many times i did clean installs of Windows 7, 8.1, 10 and heck even Linux Distros ! And each time that CPU Clock speed sits on 800MHZ on AC Power. Currently on Windows 10 with Latest October '18 Update. I don't know if OS or Software changes are the issue here.
- Yes, Bios is Up-to-date, Checked manually on HP driver download page and also HP Support Assistant didn't find any other updates.
- Also Tweaked the Power Options and Set Minimum Processor State on AC to 100, No Luck, still 0.78GHz.
- I'm good with computers, so feel free to be brief about any instructions, these are the usual suspects we are eliminating, which i did many times now

What is the capacity of the AC adapter you are using?
Meanwhile, I recommend you try using a higher capacity charger and check whether it helps.

I see that the issue persists after you have updated the BIOS, reinstalled the OS and even changed the AC Adapter
