The RAM of the laptop runs at 800 MHz, despite  the RAM is 1600 MHz, and the AMD A4 5000 processor supports this frequency. This is displayed both in the CPU-z and in the Windows Task Manager. The latest version of BIOS is installed - F.51. I reset the BIOS settings - no result. Why does the memory work not declared 1600? After all, there is only one slot RAM, and the memory works in single mode. Perhaps the problem is in the BIOS, but I could not roll back, if I use WIN + B I get a black screen and a flashing caps (the flash drive with BIOS is in usb).

It doesn't matter.

 

When you look at the report I posted, my PC has 4 memory slots, and I have an 8 GB memory bar in each slot, and the memory is running in Dual Channel mode.

 

The report still indicates 800 MHz, not 1600 MHz.

That is, if there is only one channel on the motherboard, the memory will be 2 times lower in speed anyway?

Yes, I would say that you are correct.

 

I have a brand new HP notebook with 2 x 8 GB of DDR4-3200 memory, and the report for the memory indicates running at 1600 MHz.

 

Every PC I own, shows the memory is at half of the advertised speed, but the BIOS shows the applicable speed.

 

For example if the memory is advertised at 1600 MHz that is what the BIOS indicates as well. 

 

It does not indicate 800 MHz in the BIOS.

Yes, I thought to check it in the BIOS, but alas, it has an old BIOS, and there is no such data, only how much memory is in GB.
