Product: hp envy

When I plug my charger in when my laptop is on it doesn't charge at all, however when I turn my laptop off and plug the charger in it begins to charge and LED light indicating charge comes on. Also if I turn it on while it's been charging when of it will continue to charge until I attempt to unplug and plug it in again.

 

I have tried forced restarting it but I'm not sure if this is a battery/charging port issue or a software (BIOS?) problem
