When I plug my laptop in its says its plugged in for 5 seconds and then unplugged. This is the same for when the laptop is off. The red light on the side goes on for 5 seconds and then turns off. Battery is at 56% and is discharging. Do I need a new charger?
Steps I have tried.
1) check pin in the charger insert and looks OK and is not lose.
2) check laptop power receiving port and is not lose and free of debris.
3) unistalled and reinstall battery and power management device drivers.
4) the charger does receive power as it makes an electrical click when plugged in. Fuse is good and I've tried other sockets.

If the diagnostic test says plug the adapter in and it is already plugged in, the adapter is likely to have failed.

Welcome to the HP Community forum!
I recommend that you power on the notebook with the power adapter connected and press the F2 key to access the diagnostic tests.
Run the power test to see if the power adapter is working.
Normally when the amber power/charge led comes on it is a diagnostic which means that the power adapter is OK and the notebook is charging.

So I have ran the diagnostic tool from f2 and it says to plug the adapter in. Obviously as mentioned above it only acknowledges that it's been plugged in for 5 secs and then says unplugged. So the diagnostic won't work on the adaptor at this point. Battery is OK though.
