I have this old Pavilion dv7 entertainment pc and I started using it about a month ago. I was told that the computer's battery doesn't work and it needs to stay plugged for all the time i'm using it. That was ok at first but its starting to get really annoying only being able to use it in one place. Ive done some troubleshooting by looking at other posts on the support forums and doing the thing where you take out the battery and unplug it and hold the power button for 15 seconds and plug it back in but it didnt work. Im pretty sure the battery was always like this since the original owner first bought it so i think the battery might be saveable. I look in the debian battery settings and it says "fully charged 0%" and i used to have windows on it and it said 255% availible and 0% charged but also said "fully charged"

If it is the original HP battery then the battery is around 14 years old, and I doubt it is any good anymore regardless of what the reports are telling you.
If you don't want to keep the notebook plugged in, I recommend that you replace the battery.
Below is the link to the parts list for your notebook:
The battery part number and description is:
636631-001 | Battery - 9-cell 100Wh 3.0Ah MUO9100-CL |
HP does not sell the battery you need so the only suggestion I can offer would be to do a search by the HP 636631-001 battery part number and find a compatible aftermarket battery that references the HP part number on Amazon, eBay or laptopbatteryexpress.com.
Look for one that has at least a 1-year warranty.
