This problem has happened a few times. But currently the GPU has been stuck at 30w overnight for no reason. I've tried updating all of my drivers, I clean installed new Nvidia drivers, EC Reset, updated HP support assistant and exhausted it's options. I'd love to know why my laptop is running like a phone.

I understand your OMEN gaming laptop is stuck in low-performance mode and the GPU is limited to 30W, there could be several reasons for this issue.
Here are some troubleshooting steps you can try to identify and resolve the problem:
- Check Power Settings: Make sure your power settings are set to High Performance mode. Sometimes laptops can get stuck in power-saving modes which limit performance.
- Thermal Issues: Overheating can cause the system to throttle performance to prevent damage. Check if your laptop is overheating by monitoring the temperature of the CPU and GPU using software like HWMonitor or MSI Afterburner. Clean any dust from the laptop vents and ensure proper airflow.
- BIOS Update: Check if there are any BIOS updates available for your laptop from HP's support website. Sometimes BIOS updates can address power management issues and improve performance.
- Check for Background Processes: Make sure there are no unnecessary background processes consuming CPU or GPU resources. Use Task Manager to identify and close any unnecessary applications.
- Reset Power Management Settings: Reset the power management settings to default by opening Command Prompt as administrator and running the following commands: powercfg /restoredefaultschemes
