I happen to own a Garmin Nuvi 42.
I can tell you that the newer Garmin Express 6.11.0.0 version will not install.
Garmin Express 6.9.1.0 does still work with Windows 10 (64-bit)

The same issue observed for the HP 14-df0023cl and connecting GPS Nuvi-2699.
The problem as I understand it: notebook has USB-3 port, while GPS has USB-2 (maybe not very standard).
Unfortunately, HP notebook does not work for this configuration (my Dell OptiPlex 3046 front USB port does!!)
Solution: use my very old USB-2 hub, connect it to HP, and connect GPS to the hub.
