Laptop won't boot. IT said battery and charger are working. Thinks the motherboard is bad. Can it be replaced? How? Laptop is 2.5 yrs old

What said battery and charger is ok? Bios diagnostics? If it boots into bios, chances are the motherboard is good.

laptop won't boot at all.  No light on power button.  Took it to both college IT dpt and Best Buy Geek Squad. Both said motherboard the issue. 

Question - can we open up the laptop and somehow get the saved data off a memory stick??

Sure, we do it all the time. Open it and take the hard drive or ssd out, put it in an external enclosure, then treat it like an external drive to pull your data off.
