After cleaning the laptop I noticed the battery was swollen.
The old battery was a SR04XL so I punched that into google and got a new one. The labels on the battery were positioned differently but voltages and "Wh" were same. but with the new battery the power button does not do anything. Windows 11 and HP software detects the battery and gets the necessary info, HP own software said the battery is compatible and to calibrate the battery but doing that didn't change anything. Switching back to the old battery it booted up without any problems.

It is highly recommended to purchase and install only Genuine HP part numbered batteries. "Compatible" batteries have been known to not always operate as expected. That is what you are experiencing since you used the generic part number to source a replacement battery.
The Maintenance & Service guide for your laptop model series
https://h10032.www1.hp.com/ctg/Manual/c06219881.pdf
The battery description and HP Part number
4 cell 70 Whr 4.55 Ahr LI SR04070XL-PL 917724-855
3 cell 52 Whr 4.55 Ahr LI SR03052XL-PL L08855-855
Take a look at the label on your original battery to see which one your laptop needs.
The battery required is dependent on which graphics solution is on the system board and the amount of VRAM that is installed.

Thanks for the reply!
I did buy a Genuine HP part. The old battery part nr is 917678-171 and the new one is 917678-271
both being a 4 cell battery the only difference about the battery is the 171 and 271 at the end

Unfortunately, the difference in the part number was enough for the Battery Management System chip in the laptop to not communicate on the SMB bus with the BMS chip in the battery. That is what allows the BIOS to make it through the power on self test and boot to Windows.
It is important that you purchase a genuine HP battery with the same part number as the original or a superseded version part number only from the Maintenance & Service guide or HP PartSurfer.
Click on the generic search dropdown on the far left and select serial number. Use the serial number from the bottom of your laptop and perform the search. All of the parts shown are what is in your specific laptop.
