Hi.
I'm having the same issue. If I go into Settings/Ease of access/Keyboard and turn on onscreen keyboard it shows as the ctrl button is clicked. If I click it it goes off and then the keyboard works apart from the left ctrl key.
It is very frustrating, we use the left ctrl key a lot for keyboard shortcuts.
I'm wondering if it is a bug in this model or in some more models because I've seen a lot of posts about keybard problems. It's not just in Windows, I tried to do system repair via F11 and the keyboard didn't work there either.
HP, please answer us. 🙂

Download a program called 'keyview' and check whether pressing the left CTRL key at all registers. If not you may need to replace the keyboard. I had a situation in the HP G62 that the action keys and left WIN button were not working - I tried various drivers etc. but after I verified that the key presses for these buttons were not being registered in keyview it led me to believe that this was a hardware issue. After replacing the keyboard all the keys are now functioning fine.

I also have the same problem, my left ctrl key isn't working but the problem might be randomly pressing a button. I was playing Minecraft (come on lad, it is just a game), then suddenly, I opened the windows menu of my laptop. The function like the screen brightness located on those and the volume buttons aren't working. It seems that I have reseted the function of those keys. After resetting the laptop, the keys were back to normal except the left ctrl key. Any fix to this? All I can remember before the problem is that my hand was only hovering over the left side of the keyboard, with my right holding the mouse.
Laptop : HP Pavillon with Intel core i3
Software : Microsoft 8

Same issue on a used EliteBook 840 running Win10 Enterprise. There's a handy online utility I found at http://keyboardchecker.com/ which shows the fault clearly. My main USB external keyboard works perfectly, but the built-in laptop keyboard doesn't.
- The Function keys perform special laptop functions such as Sleep, Volume, Brightness rather than F1, F2 etc.
- The fn key works as ctrl
- alt OK
- Right ctrl OK
- Windows key OK
