Sure,
Use the HP online store that is appropriate to your region and choose and configure your notebook then purchase it.
You will not be able to do that in a store.

It depends on the country you are in. When I purchase a notebook from the USA or in the Netherlands there is a section in the filters column on the left. It says Customizable. I put a tick mark in the box to its left and then I am presented with all of the currently customizable notebook products.

HP Elite or ZBook 14" 8th Gen i7, 8GB or16GB RAM, with 2 hard disks (1 SSD about 512 GB and another SSD 512GB to 1TB) It should be <2 KGs.
I want to buy the laptop with 512 GB SSD and add 1TB at a later date if the hard disc becomes full.
In UK we cannot customise to have an additional hard disk.
Appreciate your help.
