Product: Hp 15 laptop pc 15-e3000

Hello, I noticed that with power supply the CPU is fast, even when not necessary. Later I saw that without power supply (battery powered) the laptop is cool and quite, and the CPU never go over 3ghz.

 

Is possible to enable the frequency limiter with power supply too? I would like to stop the fan and keep the laptop cool and quite.
