I want to buy a new HP Pc and I want to know if there are problems installing the Linux os?

Hello, what is the Linux distribution you want to install?? 

Normally you can install a Linux OS in all PCs, but you can have some problems on some distributions with some devices if you don't have drivers on the kernel or on your distribution.. 
So for example I recommend to you not choose an Nvidia Graphics card, not an Intel sound chipset (Realtek is good for Linux compatibility). For the Wi-Fi it is good to check too but I don't know what is the best.

The Linux distribution that I am talking about is Ubuntu (18/16) I already have many problems with it in my old pc (dell) so I don't want to face them any more.. If hp envy have any kind of problem with Ubuntu?

I don't find any compatibility information about this model.. Here you can find some HP laptops certified compatible by Ubuntu:
