Have you used the Device Manager to see if the webcam is recognized as being present?
Near the top of the Device Manager list there should be a Camera icon. If the icon is there, right-click on IR camera and select properties. The Properties dialogue window is where you can find driver information and select update driver. That is where you can have the OS search for compatible devices and select one of them to update the driver. Id you can find the brand of webcam, write it down.
You can use the Windows update catalog to search for WHQL drivers for a webcam with the same brand and resolution as yours. (HP Wide Vision HD webcam with indicator light, 720p)

You can also type the word camera into the search box while logged into Windows to invoke the Windows camera app.

Thanks for the information. I am pretty much a novice on this subject. I am trying to get facial recognition to work. It worked fine before I performed a clean Windows 10 reinstall. My understanding is that IR Camera is required for facial recognition. The webcam application works fine. However, when I try to set up facial recognition for signin, it says Windows cannot find a camera compatible with Windows Hello facial recognition. Device Manager shows a driver for IR camera. I have tried updating the driver and even uninstalling and letting Windows reinstall it and it still does not work. Device Manager says "The device is working properly." I am a loss where to go from here... except to a repair shop.

If the camera has the best driver already installed, the issue is likely to be the Windows update.
You can try removing the update and putting updates on pause to see if that resolves it.
