Operating System: Microsoft Windows 10 (64-bit)

I received a notification on my laptop in that said I was eligible for a customer loyalty promotion on a new HP laptop because my current ENVY laptop no longer has the parts available for repair. I cannot find the phone number or even the notification in order to take advantage of the discount.  I tried chatting with an agent and all they kept asking is did I receive this notice from Tech Support???

 

I want to purchase the newest version of the HP ENVY 17, and I would like to use my discount code.  Hopefully somebody still works at HP...

I just spent a totally unproductive hour on a chat with US Sales.  They tell me that I need to get Tech Support to assist because they are the ones who sent the email in the first place.  She gave me the info to supposedly get to the right place on the Tech Support page to fill out a webform but THERE IS NO WEBFORM AVAILABLE...instead I am directed to ask the Community!!!
