Hello, I am seeking to find out the max memory capacity for HP 17 ca3055cl model.

There are two slots and it is a Ryzen processor so regardless of official specs it will run 32 gigs.

You're correct it is an HP 17 ca3055cl
Here is the product specs page I found, however it does not mention the maximum amount of memory....

If I purchased / installed 32GB DDR4 3200 RAM, would the laptop actually run at 3200...or would it still run the RAM at 2666?
If 2666, what would be keeping it from running 3200?!?

It would work but would run at 2666. The motherboard limits memory speed. HP always provides memory that runs at the highest speed the motherboard is capable of achieving. In other words, you cannot speed up memory on an HP laptop by replacing with faster modules.
