Microsoft Windows 11

My laptop only charges when powered off. When I plug in the AC Adaptor when Windows is running it says, Low power source detected, and won't charge. After I shut down and power off it charges fine. The battery won't discharge while Windows is running, it just won't charge. I replaced the DC power jack cable, unplugged and reset the battery, bought a new AC adaptor, ran the F2 diagnostic test and it said, Warning, low power source connected. Any help would be greatly appreciated.Screenshot 2024-10-17 135309.png

I did a battery calibration last night and the calibration completed successfully, no problems with the battery. 0% to 100% while the laptop was turned off. So it's not the battery or the AC adaptor. The message is coming from the HP System Event Utility, which I presume is keeping the battery from charging while powered on.
