Product: OMEN 17.3 inch Gaming Laptop PC 17-ck0000 (2Y4A6AV)
Operating System: Microsoft Windows 11

The Hp Omen 17 has the RTX 3060 graphics card and the card has capped its clock speed at 210mhz after changing an old thermal paste that would cause it to overheat and lose performance. Now it sits at 40-50°C but it is capped at 210mhz. What can I do so that the graphics card achieves its optimal clock speed?
