The cpu is integrated on the motherboard, so the only way to upgrade it is replace the motherboard with one with a faster processor. Which would cost more than the laptop is worth. Try lowering the resolution of the webcam.
Doesn't the laptop have a webcam built in?
edit- Here are the requirements for that cam-
- Windows 10 or later.
- macOS 10.14 or later.
- 7th Gen Intel®Core™ i5 or later.
- USB 3.1 Gen 1 Type-C direct connection
