HP Pavilion - 15-cc123cl
Microsoft Windows 10 (64-bit)

My hard disk on my notebook 15cc123cl got fried. I replaced it with NVMe Samsung 970 EVO Plus. now Iam getting only half of rated speed.

My question is M.2 slot on my notebook is PCIe 3x4 or 3x2?  Or have i missed any setting? Can knowledgeable people please guide?

Your installed Intel® Core™ i5-8250U Processor tells the tale.  If it were PCIe 4.0 ,the chipset would transfer dater at a higher rate.

(1)Please pardon my ignorance. Can you please elaborate?

(2)Samsung EVO Plus is  PCIe Gen3x4 NVMe 1.3 ssd.Read/Write speeds are claimed 3500/3300MB/s

      It is not Gen 4.0 ssd.

(3)Can I get claimed speeds on my notebook ? If not are there any limitation of processor/m.2 slot ?

The CPU and chipset don't really allow for the high speed data transfers that the Samsung EVO Plus M.2 SSD is capable of.

 

If you had installed it in a desktop  enthusiast motherboard like my MSI MPG X570 Gaming Pro Carbon wifi build,  you would probably  see the claimed speeds.

 

You are unlikely to get the manufacturer claimed speeds, but the disk access and disk write times is lightning quick when compared to the legacy disk your notebook was delivered with.

Does it mean M.2 slot is connected to only 2 lanes and not 4lanes?

You can actually check that in realtime with the hwinfo utility..
