Your HP Omen 15-dc1xxx has two RAM slots and can accept up to 32 GB of RAM. The Patriot Viper Steel RAM you referenced is a 32 GB stick, which means your PC can only hold one of them. By the way, if you need 32 GB of RAM, 2 x 16GB RAM sticks would be preferable to take advantage of dual channel mode.
Anyway, the Patriot RAM appears to be compatible, it is a DDR4-2666, NON-ECC SODIMM, 260-pin RAM. The only issue that could potentially be a problem is how thick the RAM's aluminum heat spreader is, because laptop RAM-space is limited.
