I would like to upgrade the memory in my HP laptop model 17-by0063cl. Where can I find the manual so I can open laptop to access the memory?

You compare your specs with the specs listed in the manual for the PC models with the same specs as yours.
For example: Your model has an Intel 8th gen processor.
Models with the 8th gen processors can have 2 x 8 GB of DDR4-2400 memory.
The 'Memory is non-customer accessible/non-upgradeable' note means that the memory upgrade is supposed to be done by an authorized service center. If you think you can do the upgrade yourself without breaking anything in the process, then go for it.
The memory removal and replacement procedures can be found in chapter 6, starting on page 40.
