Hello,
So ... I've bought a new laptop this week: HP Notebook - 15-db1079ur, once I checked my PC properties and Task Manager ― I found that ~ 2.1 GB of RAMs are reserved by hardware. Is this how it's supposed to be? Please help!

Your notebook was designed that way on purpose.
HP released this document a while back, which explains the memory shortage...

This seems to only apply to certain models with AMD Ryzen processors.

That's right, there is nothing you can do about it, other than to add additional memory.
