Hello,

So ... I've bought a new laptop this week: HP Notebook - 15-db1079ur, once I checked my PC properties and Task Manager I found that ~ 2.1 GB of RAMs are reserved by hardware.  Is this how it's supposed to be? Please help!

Your notebook was designed that way on purpose.

 

HP released this document a while back, which explains the memory shortage...

This seems to only apply to certain models with AMD Ryzen processors.

So, I've paid for 8 GB of RAM, but in this case I'm getting only 5.9 GB? And there's nothing I can do about it?

That's right, there is nothing you can do about it, other than to add additional memory.
