Product: HP bs095nia
Operating System: Ubuntu LTS

When I connect other usb devices, after boot they work okay.

But when I connect a mobile device, the OS returns cannot enable may be the USB cable is bad? And yet when I connect using the same USB cable at machine boot up it is recognized perfectly

Happens even on Windows 10 with the latest updates

What mobile device? Please you have to tell us exactly what you are trying to do, particularly with Linux and there is a good chance we are going to tell you your question will have a better chance of being resolved in a Linux Forum.

OK a phone. When you plug in the phone does it ask you to allow access to files or otherwise set usb preferences for the phone?

It just charges the device. But was working perfectly in the past.

 

On checking dmesg -w it shows the cable is bad,

 

Even with a brand new data cable.
