HP laptop will not charge when using laptop. I already ordered a valid AC adapter and it did not fix the issue. Why does my laptop charge when powered off or when the lid is closed?

The usual reason for that is an issue with the BIOS or a disruption in communication between the SMART battery internal controller and the Embedded controller on the notebook's system board.
Since your notebook will charge when it is turned off, the charging system in the system board is working but there is a firmware issue causing a no charge scenario when the notebook is turned on.
If you get to the point in the video where you find that you need to install the latest update to the BIOS, which includes updates to the embedded controller and battery controller, the link you need is below this line
