Can I use the it any other charger just to turn my computer on and use it if I don't have the proper cable that's under 19.5 voltage

I see that you are looking for information related to your Laptop.

 

Yes you can use the 12 volt charger to charger your laptop if it works but it is not recomended to use it regularly as it might effect the battery life in the long run.
