Got the laptop last year but since the beginning the fan is always really loud. Even on a hard surface the fan begins to go very loud and the right hand side of the bottom of the laptop heats up. The left side is cool but the right side can get very hot. The noise is very loud and distracting when trying to do work. I have hard reset my laptop which did nothing.

The newer laptops have more powerful processors, faster video chips, and many have NVMe SSDs -- which can get VERY hor. All this generates more heat which forces the fan to run louder and more often. This is a hardware issue -- not software, so a system reset would do nothing to address this.
About all you can do is buy one of the laptop pads that has fans embedded -- as those will draw heat away from the laptop and cool it down a bit.
