When you state "I have tried all the software fixes" it does not leave anything for us to suggest besides replacing the webcam.
You can reset the EC (embedded controller) to reset the hardware.
Open the laptop and unplug the battery. Press and hold the power button for more than 20 seconds. Plug in the battery connector and close up the laptop. Turn on the laptop and check the Device Manager to see if the webcam is recognized as being present, but without a driver. If it is, you can use the update driver to see if it will install the driver from the Microsoft Update catalog online.
Replacing the webcam is generally not an easy task for inexperienced owners.
