So recently my hp has been charging up to 99% and it doesn't go to 100 it doesn't say not charging it just says 99% available (plugged in) ive waited 3 hours and still no gain i also tried calibrating it. 

Is it a software problem?

Have you run the battery test?

 

I suggest that you boot into Windows and use the HP Support Assistant's battery check.

i recently ran a batter test on support assistant and it showed 83% battery health but there was no problems with the battery

but it stays on 99 for a long time before it drops
