My laptop is Hp victus 15 , my Laptop's fans are making so much noise recently , and vibrating too much because of them , and as of i know check myself my left fan's bearing having a problem , its not spinning as smoothly as right one, and might be the thermal paste is dried up , so please let me know what should i do , or is my doubts are right ? ,because i am out of warranty and should i reach to local repair shop or should i go to hp shops or the place i purchased the laptop

Your diagnosis sounds spot-on:
Fan bearing issue → explains the noise and vibration.
Dried thermal paste → likely if the laptop has been used heavily for gaming or long sessions.

Since you’re out of warranty, here’s the recommended approach and practical advice:
 

What You Should Do

1. Confirm the issue:

  • Run HP Hardware Diagnostics
    • Restart → Press Esc repeatedly → F2 → Component Tests → Fan Test.
    • If it fails, fan replacement is needed.
       

2. BIOS Restore:

  • Shut down the computer, keep the charger plugged in
  • Hold down the Windows and B buttons together while the computer is still turned off. 
  • Turn on the computer and continue to hold the Windows and B buttons until a BIOS Recovery screen appears. 
  • Follow the on-screen instructions and click on OK.

 
3. Clean Vents: 
Please check the vents if clear or clean the vents.
Keep the Pc on a flat surface and test.
