If the laptop won't charge past 32% ,but you can still boot to Windows with the power adapter connected, the battery needs to be replaced with a new one.
In my experience, a battery that won't charge past 32% has reached the end of its service life regardless of a pass from the test.
You can test the power adapter with the HP PC Hardware Diagnostics UEFI utility.
Connect the power adapter.
Power on and immediately tap the F2 key to invoke the utility.
Click on Component tests and then click on Power in the next menu. Run the test,
If the power adapter is bad the test will advise you of that.

Amazon.com has the replacement battery. I suggest getting one with the screwdriver and plastic pry tool.
