I looked at that camera driver and it is dated Dec 2019. It contains two manufacturer drivers: Realtek and Sunplus. 2019 is too old for Windows 11 although it is possible the drivers would work if they were still in your laptop.
Did this work at one time?
When did it stop working?
Are there any errors in the device manager?
This Microsoft document goes into detail what can go wrong with a camera in Windows 11 and has some good suggestions. One suggestion was the a working driver say "Sunoplus" was replaced with a newer one "SunplusIT" and the newer one is not designed for your laptop. This has actually occurred as SunoplusIT actually took over Sunplus and you are not the only person with problem cameras from Sunplus.
Even if the wrong driver or no driver is loaded there should be some type of error indication. Your system might have a Sunplus or it might have a Realtek camera.
If there are no errors in the Device Manage look under "imaging" then look for "unknown devices". Are there any? You need to find something to make the rest of the advice work. If there are no cameras listed then at the top of the Device Manager, select the option to "Show Hidden Devices"
Hidden devices would include any devices that the laptop once had but cannot find anymore.
Look and see if you can find a camera. If you cannot find a camera then ignore the rest of this post.
--------
I was unable to find any updated camera drivers at HP for Sunplus or Realtek.
I did find Realtek drivers when searching for the latest HP Universal Camera Driver. I found them at Microsoft.
https://www.catalog.update.microsoft.com/Search.aspx?q=HP%20Universal%20Camera%20Driver
Click on the above and download the latest (5-9-2023) Windows 11 client for 22h2
It is a CAB file and is not easy to install. There is not setup or install procedure.
Once you download it, double click and extract the files into a file say "download\cam-test"
Go back to the Device Manager, find the hidden camera or the camera that is not working, select it, right click on it and select "update driver":
After clicking on update, then select "browse my computer for drivers" and find the folder you put those Realtek drivers into.
Click on next and see if those Realtek driver will work. if they do not work then go back to the above and select the "Let me pick from a list" and try guessing.
Hopefully HP will update the Universal Camera Drivers to include windows 11 stuff.
Anyway , good luck!

I have not heard from you, did you get it working?
There was something else and i had forgotten to recommend it.
1 - Look at the keyboard function keys for a camera icon such as
if you see anything like that the press it and see if the camera starts working. It could also be a physical device such as a switch or a cover that closes over the lens. I do not have your particular system so am guessing.
2 - Try a repair of windows system files. From the administrator command command prompt enter as explained below
sfc /scannow |
How to use SFC or DISM to repair Windows
just do the SFC. If you see a message that corrupted files were fixed then reboot. The only time to do the DISM is if the SFC reports it found problems but cannot repair it.
