With just a browser window open and low cpu/gpu usage my fan speed is still very high and very loud. I can't figure out why. The laptop is on a flat table with good airflow and the room temp is approximately 20C.

You need to figure out what that system idle process is. Even with a few apps open my largest usage app is less than 3 percent. Any chance you have Hyper-V services running? I had to stop using Hyper-V  because it was constantly causing my fans to run at full speed, even when I was not doing anything.

How can I find out what the system idle process is that could be causing this? I do not have any service called Hyper-V running.
