My laptop makes a surging or revving noise when it starts up from sleep mode and then sometimes during normal operation. I now use the Windows 11 upgrade, but the PC came with Windows 10.

I see you are experiencing issues with the laptop making noise during normal usage.
When a computer fan spins loudly for a long period of time, there might be an issue with a fan.
Adjust the power settings, clean the fan vents, check for suspicious processes, and then update the BIOS to help reduce the internal temperature. Run all windows updates on your PC
NOTE: It is normal for the fans to spin loudly for five to twenty seconds when the computer initially turns on.

My laptop still makes the surging or revving noise (short, soft buzz?) on startup and then randomly during normal operation, usually after a keystroke, but sometimes just for fun (or to annoy me) I have already cleaned the cooling/air vents and updated the BIOS (per advice from the HP site) It still makes the noise, although less frequently. If something else occurs to you, please let me know.

You can try doing a Reset PC Keep my files in Windows 11 and check if it works.
