Hello. I have NVME KBG40ZNV256G KIOXIA 256,0 GB in my HP 14s-fq0091ur. I've run some tests and found a problem with nvme speed. It's about 500 Mb/s. According to reviews on this notebook the speed should be about 1500 Mb/s.
What can I do about it?

That particular model SSD is not a very strong performer but agreed you should be getting better speed:

What are the specs of your computer? Do you have one of the lower end CPUs like the Athlon? Do you have any problem devices (no driver) in Device Manager? Your storage controller is part of the AMD chipset and you want to have the newest chipset driver.

Yes, AMD Athlon Gold 3150U
No hardware problems, all devices work properly.

You have your power profile settings set for max battery or something similar. Probably want to keep it like that but understand your performance in all things; CPU, GPU and storage will be throttled on battery to save power.

As Huffer EXPERT Level 18 correctly (obviously) pointed out to you, your ssd is going into some kind of power savings mode when on battery, and forced to work at a lower power state. You can read about the power states of pcie ssd drives and some of the windows power plan settings to control them here: NVME power states. What kind of power plans are you using? If we're talking about that joke of a power plan that modern standby enables by default, with the ridiculous slider.....you can't really successfully change your settings with that. Enable either the "high performance" or even better the "ultimate performance" plan on battery, and see if the SSD speed throttle is still there.
Also, Huffer suggested that you should "have the newest chipset driver". I would also add that you want to have the newest driver (firmware) for your kioxia disk as well. The newest firmware can be found on your laptop's support page Software and drivers for HP 14-fq0000 Laptop PC (9VN13AV) and can be downloaded directly with this link Kioxia SSD Firmware Update February 09, 2022. Its info is here: Firmware info. Try the drive with the new firmware and see if the problem is still there. If it's still slow, you need the newest AMD chipset driver as well. Unfortunately HP doesn't provide chipset drivers for most of its AMD laptops, so you either have to get them from the AMD site AMD OFFICIAL Chipset Drivers November 21, 2022 or use the combined graphics/chipset driver that is on your laptop's support page Graphics Driver - Picasso/Dali September 10, 2021 (older) info here: Driver info.
If (after making sure all your power settings are maxed out and all your drivers are completely up to date) the problem is still there and your SSD continues to throttle its speed on battery, then unfortunately your laptop probably has a BIOS power limit enforced on your m.2 slot when it's not plugged in, something many laptop manufacturers started doing on laptops the last 2-3 years.
