HP does not provide Windows 10 drivers on HP.com for HP hardware devices sold prior to August 2013. I have installed all the latest updates / drivers (USB Video Device driver version 10.0.18362.815 dated 21/06/2006) on my Windows 10 desktop (64 bit) but it is still not able to recognize the hardware saying it is not able to connect to the webcam (error "This device cannot start. (Code 10)").
I need to use this device badly and any help in connecting this old HP Webcam on my Windows 10 (64 bit) would be appreciated.
Thank you, in advance

Thank you for posting on HP Support Community.
Don't worry as I'll be glad to help, I did go through the software driver details and found that there's no driver for Windows 10 OS and its compatible.
However, you can try installing the Windows 7 drivers and check: https://support.hp.com/us-en/drivers/selfservice/swdetails/HP-Web-Cameras/3308629/model/3337933/swI...
Hope this helps! Keep me posted for further assistance.

I appreciate your efforts to try and resolve the issue. I would suggest performing system factory reset will put the computer back to the original factory settings in this way all corrupted and outdated software will be removed.
While doing the recovery there is an option to backup your personal files. If you have not previously done one now is a good time.
Restoring Files that were Backed Up Using HP Recovery Manager (Windows )You can also contact HP support for assistance. They can remotely access your system to help alleviate difficulties: www.hp.com/contacthp/
The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.

Thank you Bro for all the support. But raising a ticket with HP for their Engineer support is like impossible. Especially so when HP sadly refuses to recognize the Serial Number, Product Number or Product Name for its own product. Basically it doesn't allow you to proceed and raise the ticket unless its a valid product.
