Yes, before answering your question, I checked to see if your notebook is supported by the cloud recovery tool and it isn't.
Why it isn't that I do not know.
It should have been.
You can make your own genuine Micrsoft Windows installation flash drive with the Media creation tool from the link below.
Download Windows 10 (microsoft.com)
Make the W10 64-bit installation media.
It will automatically install W10 Home Single Language because that is what your notebook originally came with,
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
HP Notebook 15-da1058tu Software and Driver Downloads | HP® Support
Since the cloud recovery tool isn't working, that is your only option.
Here is a tutorial for how to clean install W10 step by step:
Windows 10 Clean Install Guide | The ENTIRE process | How to Install Windows 10 (youtube.com)
You boot from the installation media by having the USB flash drive you created, plugged into the PC's USB port.
Turn on or restart the PC.
Immediately tap the ESC key to get the menu of options.
Select the F9 boot options menu and from that, select the EFI USB flash drive and press the Enter key.
The PC should boot from the flash drive.
I believe that you will not have to select the version of W10 to install as shown in the video, because Windows will find the product key and automatically select the version of W10 to install.
