My 2 year old HP Omen 15 laptop recently seemed to have a issue while charging, and after diagnosing the issue, it seems that my 2.9Ghz CPU underclocks itself to 0.4Ghz every couple of seconds(the analysing tool also shows PROCHOT being activated) while charging, note that on battery the laptop runs perfectly fine.
I have excluded the power plan settings as an issue, i have tried it all when it came to that, so i decided to buy a new charger.
Yesterday the 150 Watt HP charger for the Omen 15 arrived. It Worked perfectly for an entire day, until this evening all of a sudden the new charger shows the same issue as the original one.
I am not sure what to do at this point. Could anyone help me with this scenario ? Why would the new charger start to underclock my device after 1 and a half day of working fine ?

If you are seeing PROCHOT (it stands for processor hot), your laptop is experiencing a thermal issue that is triggering throttling to attempt to cool down the processor.
There are a number of sensors that could be triggering the error.
Here is a link to a third-party forum article you should read. It may be the solution you are looking for. It is a bit of a deep dive into the OS and even the registry, so be careful!
You should probably consider cleaning the input and output ports with compressed air (less than 5 psi).
Consider having the processor and discrete graphics(if present) cooler thermal interface material replaced and redone.
