Welcome to the HP Support Community
I understand you are facing an issue with your HP product. Not to worry I will help you to get a resolution to resolve the issue.
To assist better:
- Do you get any errors when the PC starts up? (900, 909, 90A, 90B, 90F Error Displays on a Black Screen)
- Remove the Power adapter and check if the PC still makes noise.
While you respond to that please try the below steps:
Update the BIOS, & Chipset drivers

If the issue with the Fan continues, please refer to the below document:
- HP Notebook PCs - Fan is noisy and spins constantly (Windows)
