If it is not charging after 69%, then the battery may be defective. Batteries decrease health with time and usage. Usually, a new healthy battery will have the design capacity match the full charge capacity. If the full charge capacity is significantly less than what the design capacity is, then a full charge will usually mean shorter time to use the device and in your case and some other cases the battery capacity will not charge beyond a certain percentage. In this instance you may need to replace the battery. The battery replacements can be found on the HP parts store. If you are on a budget, you can get cheap batteries from Amazon also, but they may not be OEM and may lack certain aspects of quality & features.
