I think the charger for my HP Pavilion dv7-6b80ec (A6H87EA) is broken, I tested the cable with a Volt meter and it shows 0 volts. The LED next to the charging port doesn't light up when I plug in the charger. When I put my ear to the power brick while its plugged into the a power outlet I can still hear whirring noises. My battery is brand new, I just got it today. I bought it from the official HP market. It's an AVACOM MU06 (NOHP-G56-P29). I tried charging with my old battery, which doesn't hold any charge anymore and the new one, but the notebook still doesn't start up. I also tried turning the notebook on with the battery removed. However with the new battery while the notebook is plugged in and I press the power button, the LED next to the charging port flashes 3 times, the light is white. When the battery arrived I plugged it into the notebook and it started up without any problems, but I ran out of charge and the notebook turned off, when I tried charging it, it didn't work.
Is my charger broken? If so, where do I buy a new one? I live in the Czech republic.

Based on the details you have provided, it looks like the charger is gone bad and replacing the charger should take care of the issue.
I recommend you to contact HP phone support and they will assist you in ordering a new charger for your computer.
